50代男性職員が時間外手当213万円を不正受給「席にいない」同僚が気づく…５年間で653時間分、職場で出会い系サイト閲覧などで懲戒免職 札幌市（HBCニュース北海道） – Yahoo!ニュース
I was surprised to see the news of a Sapporo city employee being dismissed for falsely receiving overtime pay. It’s unbelievable that not only did he embezzle citizens’ taxes, but he also viewed dating sites during working hours. There is no doubt that he is lacking in a sense of responsibility and ethics as a public servant.
The male staff member, who was a section chief at the city office, falsified about 653 hours of overtime from April 2018 to April 2023, falsely receiving about 2.13 million yen in overtime pay. Furthermore, during the same period, he also fraudulently received a commuting allowance of about 355,000 yen by commuting through a different route than what was reported. This is already a serious offense, but it was also found that he had been browsing dating sites on the office computer during working hours since April 2017. How irresponsible can one be about their job? I believe that such behavior not only betrays the trust of the citizens but also negatively affects the atmosphere in the workplace and the motivation of colleagues.
Taking into account the long duration of these multiple fraudulent activities and his position as a section chief, the city of Sapporo dismissed the male staff member on the 7th. In addition, they also imposed penalties on one section chief and one department head for the managerial and supervisory responsibility. Part of the fraudulently received allowances will be deducted from his salary, and the remaining amount will be repaid by the male staff member who has indicated his intention to do so. Furthermore, the city is considering filing criminal charges against him.
I believe that this penalty is appropriate. The fraudulently received allowances must be fully repaid, and criminal responsibility should also be pursued. Public servants are meant to work for the citizens and it is imperative that they are trusted by the citizens. Actions that betray this trust are absolutely unacceptable. I believe that the city of Sapporo needs to thoroughly guide and audit its staff to ensure that such incidents do not happen again. As citizens, it is important for us to keep an eye on the actions of public servants. We should always be interested in how our taxes are being used and raise our voices if there are any problems. I think that the trust between public servants and citizens is essential for the development of Sapporo city.
